Form D and the pilot self-certification of
goods under ATIGA
Circular No. 19/2020/TT-BCT dated August 14, 2020 of the Ministry of Industry
and Trade amending and supplementing Circulars providing for the implementation of Rules of Origin under ATIGA.
Firstly, this Circular replaces the following appendices attached in Circular 22/2016/
TT-BCT relating to regulations on issuance of C/O Form D (enjoying ATIGA tax):
Circular).
Secondly, amending section 4, Appendix II, Circular No. 10/2019/TT-BCT relating to
origin of fiber and yarn.
Thirdly, amending Circular No. 28/2015/TT-BCT providing on pilot project for self-certification of goods under ATIGA on the scope of regulation, subjects and conditions
for application the pilot self-certification scheme. And removing Article 9 which
provides for the inspection and verification of origin of goods and replace the
following Appendices:
•Appendix I: An application form for participating in self-certification pilot project
in ASEAN (replaced with Form 1, Appendix IV of this Circular)
Finally, this circular abrogates circular No. 27/2017/TT-BCT amending and supplementing circular 28/2015/TT-BCT providing on pilot project for self-certification of goods under ATIGA.
This Circular comes into effect from September 27, 2020.
The customs authority shall accept the C/O form D issued before December 21, 2020 according to the form specified in Appendix VIII issued with the Circular No. 22/2016 /TT-BCT.
C/O issuing authority shall consider issuance C/O form D according to the provisions of this Circular for Vietnamese goods exported from September 20, 2020.
