Draft circular guiding the timing

of C/O submission in the EVFTA agreement

According to Online customs news, The Ministry of Finance is developing a draft

circular guiding the time of submission of statement of origin to apply special

preferential tax  rates under the Free Trade Agreement between Vietnam and the

European Union (EVFTA).

In case Statement of origin is not available at the time of customs procedures to

apply special preferential tax rates, customs declarations must be declared to

submit the Statement of origin late and make additional declarations and submit

proof of origin  within 2 years from the date of registration of customs declaration.

To ensure that the content specified in the draft circular is consistent with current

regulations and meets state management requirements for verification of origin of

goods and in accordance with international commitments, General Customs

Department is widely consulting with other related units, business associations

about this issue.
