About Proof of Origin in the ATIGA Agreement
According to the official letter No. 7786/TCHQ- GSQL dated 08/12/2020, GDC give the struct about FOB value and Certified Exporter Authorization Code as below:
According to the provisions of Section 10 on the back side of C/O (Overleaf notes) Appendix II issued together with Circular No. 19/2020/TT-BCT (effective from Sep 27, 2020), C/O form D show the FOB value in case of goods exported from or imported to Cambodia, Indonesia, Laos and the RVC criteria is used to determine the origin of the goods. This regulation applies to C/O form D issued from Sep 20, 2020, for goods import from another countries In ASEAN, C/O form D do not need to show FOB value in the C/O form D. In case, they still show FOB value in the C/O form D, it does not affect the validity of C/O.
2. About Certified Exporter Authorization Code (CE Code)
According to Article 2, Appendix I, Circular No. 19/2020/TT-BCT stipulates that the exporting country must update the CE code on the ASEAN database. As agreed in ASEAN, the CE code will include the exporting country code. The exporting country code will be automatically entered by the ASEAN system and is shown with the CE code when declared on the proof of origin.
However, if the proof of origin does not show exporting country code, the error does not affect the validity of the proof of origin. Furthermore, If CE code is not in ASEAN systems, Please inform to GDC to verify C/O with related authorities.
